There should be a form named "Splash" that appears when you load ODP. On the bottom left of that form is the version number. If you purchased ODP before 2001, you probably have version 2.24 or earlier. The current version is 3.0 which has many new features.
If Approach 97 is working ok, I would recommend you stay with it. Lotus will have a new release in 2-3 months, I think, so I would not get the 9.7 SmartSuite at this point.

It has worked that way forever (since 1997 at least!). In most cases the second address line is a suite or apartment number, so it easily fits on labels and other documents. In the US, the city, state, and zip are always put on one line.

If you want to keep each field separate, you will need to add fields to the "ordhead" database and use creation formulas to copy in the corresponding fields from the "customer" database. Then rearrange the shipping addresses on various forms and labels. This may require you to reduce the font size to fit so many lines on a label!

The fields to put on a label depend on your source. If you have a set of customers to make labels for, you should choose your fields from the "customer" database. If it is a set of orders, you can get the billing address from the "customer" database and the shipping address fields from "ordhead".

As I said above, I believe it was primarily due to the US-orientation of our system's addresses, and a desire to have fewer lines on shipping labels. It is not difficult to change this -- just a bit tedious.
