Someone starts a "new customer" then cancels it?

It is not a problem. You can delete them, or use them for new customers. It is possible someone started a new customer and then changed their mind. The software ships with a requirement that the first address line must be filled in to avoid leaving a blank record in the database. If you changed that, a blank record can be added. Or you may have imported that record.
